Indonesia has a target to achieve net zero emissions by 2060. This has served as a trigger for the industrial sector, especially power plants, to minimize the production of exhaust emissions. In the Electricity Supply Business Plan 2021 - 2030 (Rencana Usaha Penyediaan Tenaga Listrik, (RUPTL)), the Kolaka Gas Power Plant (PLTMG) serves as the main power generation in the Southeast Sulawesi region for the smelter industry. The power plant, with a capacity of 200 MW, will serve as the backbone of electrification for the provinces of South Sulawesi, West Sulawesi, and Southeast Sulawesi region. A sufficient supply of gas is needed to ensure operational efficiency. A mini Floating Storage and Regasification Unit (FSRU) is considered as the most suitable concept solution to meet the gas supply demand for the energy source. A mini FSRU to supply a power plant with a capacity of 200 MW has a more efficient impact in terms of operational and economic aspects compared to building an onshore plant and the FSRU unit along with its supporting facilities. The design process of the mini FSRU has been considered in terms of power plant capacity, LNG requirements for regasification, dimensions of the LNG carrier ship, FSRU storage tank, bathymetric mapping for anchoring the mini FSRU, as well as the technology for the regasification process. We propose Intermediate Fluid Vaporizers (IFVs) as the regasification system of mini FSRU. The design offers a lot of benefits, such as a compact size, minimal requirements for seawater quality, low operational costs. Additionally, IFVs are energy-efficient and more reliable than other types of LNG vaporizers, thereby increasing the efficiency of gas delivery to the power plant. This publication examines the configuration options and the technical design of the mini FSRU regasification system, achieving an efficient process that impacts both total investment (CAPEX) and operational costs (OPEX), resulting in a financially viable mini FSRU design.
