Pertamina Hulu Rokan (PHR) WK Rokan, as a key player operating one of the largest oil fields in the country, faces unique challenges in upholding HSSE Excellence amidst increasing projects and operational activities. With this growth comes increased exposure to high-risk operations that need to be managed according to the company’s HSE expectations to prevent incidents.
Research into year of 2022 incidents reveals that a significant proportion of incidents resulting in injuries were attributable to failure in hazard identification. Further analysis into root causes underscores the imperative of enhancing HSE supervision at the field level. Recognizing these challenges PHR WK Rokan evaluated several alternatives including increasing Management Walk Through (MWT) frequency, additional HSE resources in field level, or leveraging technology for remote monitoring to expand and enhance field supervision.
In March 2023, a program called HSE FRAME (Field Real-Time Monitoring System) was introduced as the most preferred solution. This program leverages technology to improve HSE performance by enhancing HSE supervision and providing additional measures to help field personnel identify hazards and at-risk conditions or behaviors. It revolutionized operational safety measures by leveraging lightweight, portable CCTV (independently powered by solar panels and connected via GSM), providing continuous monitoring to high-risk activities. Highly trained HSE professionals perform observation through live footage in the Command Center. Unsafe actions and conditions will be promptly addressed, and interventions deployed to avert potential incidents.
By April 2024, it has expanded HSE supervision across 847 work locations, increased observation frequency by over 8,000 observations, and 614 unsafe conditions or behaviors intervened. The initiative extended real-time monitoring to high-risk activities, ensuring comprehensive supervision from start to finish. With these enhancements, the quality of supervision has soared, and immediate interventions have become the norm, significantly reducing the likelihood of incidents, improving company’s HSE performance and unlocked the opportunity of AI utilization.
