A journey to creating compliance culture

We live and operate our business in a country where companies are supervised by authorities using its regulations. We also have to comply with our own internal policy and processes and with industrial standard which we explicitly committed to. All those are sources of requirements which the object of our compliance. In maintaining compliance, the authorities may regularly carry out on-site inspections and perform other compliance checks like assessing emissions reports, and internally we have inspections and assessments or audits to verify our compliance to the applicable requirements. But how effective and efficient are these output oriented “supervision” activities in terms of achieving good compliance to both external and internal requirements? The approach to a good compliance often suggests that supervision should be aligned to the management system. In Chevron, a program is already put in the management system aimed at assuring compliance specifically to Health, Environmental and Safety related requirements. This program is Compliance Assurance or CA. But it’s not only about auditing, it’s to create a compliance culture that moves from being audit centric (reactive) to being controls centric (proactive). In big picture, a solid Compliance Assurance program is fundamental to achieving success in Fatality Prevention, Process Safety, Environmental Stewardship and Operational Discipline. CA has four main procedures: • Requirements and Register • Programs of Control • Audit • Management of Potential Non-Compliance CA Program is important because it has opportunity to maintain and enhance reputation and permission to operate and complying with our own rigorous, internal requirements defined by Chevron. CA is the program that enables us to hold ourselves accountable to follow the requirements that are in place to create a workplace safer for everyone and prevent harm to the environment. Following our established set of requirements also protects Chevron from legal liability, fines and penalties.
