Analysis of base temperature effects on calculation of supplied gas volume and natural gas bill

Calorific value and supplied gas volume are essential parts in gas sell and purchase agreement as they are used to determine the amount of energy transported and then used to bill gas consumers. Calorific value is calculated based on certain standard and depends on the gas composition, while supplied gas volume is calculated from metering station. The volume of supplied gas and energy are calculated by formulas which use certain base temperature as the basis condition. Generally, some countries in Europe and USA use 15,56oC as base temperature, while some international standards use 0oC, 15oC, 20oC or 25oC. The base temperature can change from one country to another even from one industry to another. Therefore, it is necessary to identify an appropriate base condition for standard volumetric flow measurement. This paper is intended to analyze effect of base temperature variable on corrected gas volume and gas bill value. Furthermore, this paper aims to provide a base temperature for condition in tropical country with Indonesia as the case study. For heating value calculation, this study uses GPA Standard 2172-96. The result shows that the higher base temperature of gas will increase the value of corrected gas volume as well as the bill of the gas since the gas bill value is formulated as the function of gas volume. The calorific value itself is a universal physical property and is always calculated in standard condition. The conversion of calorific value from standard condition to a certain base condition could be allowed but principally it is just a correction of gas volume value. This study recommends 27oC as Indonesia base temperature in gas flow measurement. This is the annual average temperature of regions in Indonesia since the condition at which the gas is used is generally at ambient temperature.
