Kalimantan Borderless Operation, Best Practice of Successful Implementation to Maximize Revenue, Minimize Capital Investment and Operating Cost in Pertamina Hulu Indonesia

PT Pertamina Hulu Indonesia (PHI) is the holding company for Pertamina upstream KKKS in Kalimantan region. There are six production phase blocks operated by Pertamina, three of them are acquisition blocks in 2017 – 2018 period. The company also manage several exploration phase blocks and non-operated working areas in Kalimantan. All Kalimantan producers perform their own production system inherited by previous operator. Alignment has been conducted since the beginning of consolidation of PHI subsidiaries to distribute every strength point and best practice for all producers. Those alignments applied in three major aspects, which are subsurface development, surface operation and business support. Kalimantan producers consist of various operation environment from onshore, swamp and offshore field. Borderless Operation is the initiative to align Kalimantan production system as a single integrated system rather than several independent system. The brilliance of borderless operation has incorporate each production point from wellhead, line pipe, gathering station to the sales point. A thorough project planning was established to ensure these initiatives are align with the company objective to manage upstream producing assets. The operator performed multiple screening stages from problem identification, economic evaluation, and technical preparation. The initial stage of borderless operation resulted with two types of projects with high value creation or simple execution criteria. Some of borderless operation initiatives carried out to date such as: 1. Mahakam Gas Supply to RU-V via East Kalimantan. The aim of this project is to deliver hydrocarbon from PHM through PHKT production facility to Pertamina RU-V Refinery sales point. This project provide additional gas supply for Pertamina Refinery and reduce refinery fuel consumption cost. Additional improvement will continued with East Kalimantan Backflow to Mahakam project in 2022. The project scope will be reverse flow from PHKT platform through PHM production facility 2022 to East Kalimantan gas network; 2. PEP Crude Oil Distribution via Pipeline through PHSS PHKT. The aim of this project is to improve crude oil delivery mode from trucking to pipeline transfer and utilize spare production and sales capacity in PHSS and PHKT; 3. Several gas pipeline reroute in Sanga Sanga and Mahakam have also been applied to utilize spare capacity, reduce backpressure or provide fuel gas supply for East Kalimantan system. This paper will be be a good best practice sharing for borderless implementation in other area.
