Project Management of Oil & Gas Block Transfer : Case Study MH Block of Planning & Implementation of smooth Operation Transfer From TT to Pertamina

1.1 Objectives/Scope Pertamina, as an Indonesian National Oil Company flagship, has a vision to be a world class energy company. In order to reach that target, by using �five strategies Priorities of Pertamina�, Pertamina Upstream has develop an aspiration to aim it; production target as much as 2,045 MMBOEPD by 2030. The objective of this paper is will demonstrate the Management Strategies and Operation that already implemented during the hand over of Mahakam Block from Total to Pertamina. 1.2 Methods, Procedures, Process In order to acquire this block, Pertamina has set up a a Team wich is assign to : � study the block to create a proposal and send it to the government (2014-2015) � Approaching the existing block operator to farm in to be involve in the operation before it is expired so as to secure and maintain the oil & gas production level as optimum as possible (2008-2009) There are many management strategy applied in the team (namely TPPM, Tim Persiapan Pengelolaan Mahakam) during the transition period (2016-2018), i.e. by using management approach such as PDCA process, SWOT Analysis, etc The challenges is how to make a solid team betweeen Pertamina team and Total team (existing operator before expired in 1 january 2018) to work together to aim a smooth transfer of operatorship. 1.3 Results, Observations, Conclusions: The result of this project is : � The team has succes to submit its budget proposal to SKKMigas in 2016, 2017 and 2018 � In 2017, the team has success to propose and drill 15 infill gas well by coordination and cooperate with the existing operator (Total) � As a lesson learned for pertamina /governement in manage the expired Block to support the national oil&gas production and national energy security.
