Managing HSE Performance in Remote Area With Logistical Challenges and Unique Local Culture - A Case Study From Deepwater Exploration Drilling Campaign in Indonesia.

Working in extreme operating conditions is one of the principal reasons for incidents to occur. A continuous and complex characters of deepwater drilling operations in remote and unique areas determine the variety of risks. Some of these associated risks are extremely challenging to manage, including the logistical support issue.

Hazard identification and risk assessment are the primary tools used for developing strategies that prevent incidents and devising mitigation measures. The mitigation and action taken based on pervious hazard identification and risk assessment covering drilling operations, health, safety, security, environment, and logistics become the basis for project HSE plan development and management system implementation. Other guidelines, such as project HSE performance monitoring, personnel movement, drugs and alcohol test specific for the project, are extensions of the HSE plan and management system that become the basis of supervision guideline by site supervisors to ensure the assurance process is implemented.

The deepwater exploration drilling operation was conducted for 979 days, with a total of 1,408,309 Manhour recorded, covering Shorebase, Helibase, and Drilling (Rig) Operations. During drilling operations, over 1,200 personnel were mobilized from and to the drilling site with total average POB of 174 pax at Rig, 68 pax at Shore Base and 20 pax at Helibase. Related to behavioral analysis, a recorded total of 54,632 hazard observation card participation were submitted from all sites. An effective HSE program and management system were successfully implemented with the assistance of the team from the office. The Company was able to complete the first deepwater exploration drilling campaign with no (Lost Time Injury) LTI across all sites including the Shorebase which categorized as remote area and involved a lot of local crews with unique characteristics, behavior and culture.
