Cost Estimates Database Development as a Company Strategic Initiative

Basically, cost engineer requires a consistent and effective tool to provide high-quality cost profiles in engineering, procurement, and construction project of upstream and downstream oil/gas industries. The tools can be database, software, or combination of both. Database should be a collection of prices references of materials, services and equipment from selected vendor/supplier/subcontractor with international and domestic basis. The database shall be packed into a single structured database using preferred software dashboard package. Patra Badak Arun Solusi (PBAS) initiated to developed a state-of-the-art cost database, to provide effective communication within the company. The equal information shall be searchable and efficient based on an archived system of uniform and standardized project information. The system will facilitate communication between all parties involved to meet project requirements (time, cost, quality). MasterFormat, standard classification widely used in construction projects (Construction Specification Institute), are the baseline structure. Stage 1 - Preparation of Cost Structure Database. - Leveling (hierarchy) of the cost structure - Coding or numbering - Naming (description) Stage 2 - Making Item Template into Cost Structure Database Developing contents of the structure (without prices), the template shall be expanded details into cost type (material, labor, equipment, subcontractor, etc). Estimator should compile the progress report from project finished or ongoing project. Commonly based on Work Breakdown Structure made as project control of comparison between of actual cost to plan cost. The bare cost is taken to be classified based on Material, Labor, and Subcontractor. Those items will be added to data entry at the system which is already prepared as per WBS standard company. To respond on client inquiry, PBAS effectively to prepare draft budgetary accordance with specification for verification detail scope of work. New Database System is a excellent tool for manual and/or virtual quantity takeoff, examine work at any point in time, create what-if scenarios, summarize costs per category (including mark-ups and indirect costs), add default labor rates and equipment costs, and create project-type templates to help standardize estimates. This approach effectively manage and integrate project cost estimates from the planning, execution, control, and close-out of the project cycle.
