Technological Risk Assessment: Tool for Continuous Risk Management to Improve Safety

Technological risks are risks associated with flammable, toxic, or explosive substances handled or processed during oil and gas extraction, treatment, storage, or transportation activities. These risks impact individuals and public, the environment, and the integrity of the installations and associated production. Result of the study should be used to characterize potential accidents and thereby developing risk reduction measure to prevent and/or mitigate it. In 2012, Total E&P Indonesie (TEPI) decided to perform Technological Risk Assessment (TRA) as part of the extensive scenario based risk assessment program which has been rolled out within all Total E&P affiliates. TRA study was conducted for all TEPI operated facilities and was carried out in 4 (four) packages which are Offshore, Onshore/Swamp, Senipah terminal, and Handil Field package. Technological risks shall be managed by having assessment of appropriate risk reduction measures to bring levels of risk within the pre-defined Company’s risk tolerability criteria. Result of technological risk study is presented in 3 (three) levels of risk as Level-1 (Red) risk, Level-2 (Yellow) Risk, and Level-3 (Green) risk. Level-1 risk shall be reduced obligatory to Level-2 or Level-3 by implementing risk reduction measure. Level-2 risk is deemed tolerable if As Low As Reasonably Practicable (ALARP) has been demonstrated. Level-3 risk is broadly acceptable. From 2012 up to 2016, TEPI has managed to reduce 81 Level-1 scenarios to Level-2 or Level-3 by implementing specific risk reduction measures or refining the detail calculation. While, ALARP demonstration with pragmatic approach for each Level-2 scenario is still on going to demonstrate that risk is already reduced to such level that further reduction measures would be unreasonable to implement.
