The year 2015 has been challenging for Total E&P Indonesie (TEPI) in terms of Safety Performance. The Lost Time Injury Frequency (LTIF) number reached 0.23, showing an increase compared to 2014’s LTIF number (0.20). The increase in LTIF number was contributed by nine (9) Lost Time Injuries (LTIs) and the decrease in the man-hours worked (38.78 million man-hours). Also, the number of days lost increased significantly from 313 days to 433 days, averaging days lost for each LTI of 48.1 days, the highest record since 2010. Although in general TEPI had good safety performance, the numbers shown above were alarming in terms of both safety performance point of view and productivity. Reflecting from the key safety statistics above, TEPI was planning to enhance the 12 Golden Rules Program implementation in 2016. The 12 Golden Rules themselves are a condensed version of the items in Total Group’s technical standards that are critical to preventing accidents in the work place and therefore to protecting lives. The objective of this program is to create a condition among front liners in which safety becomes the main value in daily activity by implementing Total’s 12 Golden Rules. Although Total’s 12 Golden Rules have been campaigned systematically in TEPI since 2011, the safety statistics in 2015 showed an increase in lagging indicators such as LTIF and average days lost. In the beginning of 2016, a different approach in campaigning the 12 Golden Rules was implemented. A system was established by creating 12 Golden Rules minimum standards and standardized training material. The training material was then given to sites to be enriched with local site content and then site personnel (typically Safety personnel) would train all front liners with specific Golden Rules related to particular groups of workers. The 12 Golden Rules Training program has been implemented for almost a year and it has contributed to improvements for TEPI Safety Statistics. Up to August 2016 (the latest Safety Global Review), we achieved an LTIF number of zero (0) with the days without LTI reaching 357 days. It is hoped that by using this systematic approach, the level of safety can have continual improvement.
