Triple 100 Program Hopes to Boost Oil and Gas Production
Both the government and Production Sharing Contract Contractors (KKKS) are pursuing various acceleration efforts to increase oil and gas production. One new program, the Triple 100, launched by the Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas), is expected to provide a solution to the significant challenges facing oil and gas production targets this year and in the years to come.
Rikky Rahmat Firdaus, Deputy for Exploration, Development, and Management of Working Areas at SKK Migas, explained that the Triple 100 program was initiated to fill the gap caused by the lack of major onstream programs this year. This contrasts with last year's Terubuk and Forel programs, as well as the Incill Clastic Drilling in Cepu, which successfully supported oil production.
"Mr. Joko Siswanto expressed concern that by 2026 we would no longer have such large projects. At that time, our leadership ordered the Triple 100 program, which included 100 exploration wells, 100 multi-stage and multi-layer fracturing initiatives, and 100 additional development wells based on exploration discoveries to be developed over the next 2-3 years," explained Rikky during the SKK Migas Session—Accelerating Indonesia's Upstream Growth: Delivering the Triple 100 Target at the IPA Convex 2026 at ICE BSD, Friday (May 22, 2026).
Currently, from January to March, we have discovered 63 exploration initiatives, 53 multi-stage fracturing initiatives, and 52 additional development wells that can be executed by the contractor(s) (KKKS). SKK Migas acknowledged that this was something that had not been included in the plan in October-November of last year and was an additional program outside the previously prepared work program and budget.
Technically, this program is also difficult to implement, especially since it was initiated only a few months ago. "There are challenges related to permits, procurement, and various other issues that were not planned as thoroughly as they were last year." All of these issues are still ongoing," said Rikky.
According to SKK Migas exploration data, five wells have been drilled. Two wells for multi-stage fracturing have been completed in the Rokan region. Meanwhile, two development wells near the exploration area have been drilled. Of the target of 832 development wells, 175 have been drilled.
Meanwhile, Mery Luciawaty, Director of Development and Production at PT Pertamina Hulu Energi, explained that the triple 100 program is technically nothing new for Pertamina, which drills over 800 wells annually. However, PHE said it will focus on fracturing. "Pertamina's fracturing activities have grown by more than 40 percent in the past five years. This year alone, there are more than 200 fracturing activities, including 13–16 multi-stage fracturing projects," explained Mery.
She acknowledged various challenges to realizing drilling programs, including the Triple 100 program, such as permitting and land acquisition. "Various advocacy efforts have been conducted with the ministry, SKK Migas, and the Ministry of Energy and Mineral Resources, but many obstacles remain to be overcome," Mery said.
Furthermore, PHE must ensure the availability of fracturing units, water supply, and waste management and build a supporting ecosystem. Therefore, the company is collaborating with regulators and technology providers. In general, the greatest challenge to the Triple 100 program is project economics, as reserves are dwindling, costs are increasing, and projects must still meet company thresholds.
"Therefore, we need regulatory support and fiscal incentives from the government. The most important thing is support from technology providers to close the technology gap and prepare an adequate service ecosystem," Mery explained.
